The surplus in the near-term has evaporated largely because the recession has lowered tax revenue and led to increased social services spending.

That's what the game was, Bush high-balled the revenue in the budget and low-balled the expenditures. Bush built it in. Everyone knew the recesssion was coming early last year, Bush didn't project for it in the budget.

I don't think you'll ever get it though.
