CBO said bipartisan tax relief resulted in less than 12% of the surplus decline in FY 2002. Of course, very little of the tax cut took effect in FY 2002. Almost all of the tax cuts take place in the out years. The ten year estimated decline in the surplus is almost all due to the tax cuts.
