WASHINGTON, Feb. 4 — Kicking off a battle over budget priorities, President Bush on Monday sent Congress a $2.13 trillion spending request that reflects the “new realities” since Sept. 11. Bush seeks the biggest jump in military spending in two decades and a record increase in money for domestic security — including nearly $6 billion to combat bioterrorism.
