How much did MSTR have to do with the tech implosion (I believe Andersen was behind that one too)?

I believe the recovery will be weak, short-lived, or both, and I don't think the market at these levels is anticipating that. JMHO...

Not really sure where the low PE stocks are. Certainly not in the big industrials like MMM, which faces both economic and asbestos risks - and has a PE of 30.

The risk remains to the downside, and not just in tech.

I know a lot of people see a recovery here; even ECRI is leaning in that direction. But if you look at ECRI's chart, it looks to me like it may be getting ready to roll over.
