CONGRESS MAINTAINS its own high approval rating at election year's start.

The 54% score is down a bit from earlier post-Sept. 11 support, but still good for Congress. By 44% to 40%, respondents prefer a GOP-run legislature; swing-vote Independents are split. On who should take the policy lead, 44% say the president and 32% Congress -- the reverse of three years ago under Clinton.

For 2004, Gore leads the pack of potential Democratic nominees: Of Democratic respondents only, 35% picked him, while seven other aspirants drew single digits. "Not sure" is second at 14%.

If a rematch were held Friday, Bush would beat Gore by 63% to 28%.
