With more money, there is a greater chance of spreading it around to those in need. So I am hopeful. But there is a risk of Saddam diverting the money to bad ends, so it is not a slam dunk decision......

Personally, I doubt it. I haven't looked at any analysis about the suffering of the Iraqi people, but my guess is that the people suffering, would have anyway. My guess is that the people suffering most, are from ethnic groups that were not considered loyal to the government and are being punished. The last time I looked, the United States imported more oil from Iraq than Kuwait.
