not really - mostly, gold ownership has shifted from West to East, and the Eastern Hemisphere's CBs are still grossly underweight gold. eventually, their demand could well exceed the Western supply. note btw. that in those years in which the CB selling was biggest, the gold price also had its biggest rallies. iow, whenever investment demand became pronounced, they tried to stop the rallies without success.
