UMC's .13um bulk foundry process was co-developed by IBM/UMC/Infineon at IBM's ASTC in East Fishkill N.Y. starting about mid 99. I'm not aware that it extended to SOI however. They were in full swing when I left. Their .13 micron bulk ground rules are every bit as aggressive as Intel's and their SRAM cell size at ground rules is smaller. I'm not sure if they offer local interconnect (but I suspect they do) as it is not normally part of a foundry process. Of course, AMD designs require it. Their BEOL is actually more advanced than Intel's as they are all ready using low k dielectric. I think UMC is a very good choice for a foundry relationship.
