No, I did not say that. I do not consider the proposed budget increase to be pork. I said that the attempt to reassess priorities and reshape the budget had been stalled by the services, for fear of broad slashing to reallocate funds for Administration priorities. It is my understanding that supplying new funds for Administration priorities will ease those tensions, and permit the reassessment to go forward, with greater confidence that it will not be ham- handed. In the long- run, the completion of a thorough review of strategy and resources holds greater promise of responsible budget trimming.........
