Your argument here is worth considering. What must be factored in is that it takes in excess of 10 years for any new system to be fielded, due in large part to govt./military oversight of contracts. This is what causes imminent obsolescence of fielded systems. There should be a trade-off position here somewhere. I agree that redundant bases should be closed, while those deemed indispensable should be strengthened.
