It is not baffling at all.
Intel requires that Nvidia take out a license on the Pentium 4 bus before they can ship their chip set.
Intel holds patents and Intellectual Property rights to that bus - and they rightly expect to be compensated by anyone who chooses to profit from the use of Intel's intellectual property.
