That's what it's been so far. If Arafat decides to order up a final conflagration (which as far as I can see everyone expects him to do), then I think Saddam will try to get into the limelight with more active assistance, even to launching Iraqi attacks against Israel.

The deciding factor will be Saddam's assessment of America's intent against Iraq. If he thinks the Americans going in anyway, then he has nothing to lose and much to gain by riding the Palestinian-sympathy wagon train. If, on the other hand, he thinks they are undecided, it might be a better idea for him to lay low and not invite an American attack. So who knows? Historically, Saddam has been an inaccurate judge of American intentions.
