Sounds like something is blocking SSL (Port 443)on your system.

You sure the firewall is off and not blocking port 443?

What about any other firewalls like the Windows XP one did you manually block port 443?

I agree with Stang. Since all three browsers are having the same trouble I would suspect the Norton Firewall or the built-in XP firewall to be the culprit.

Here's the instructions so you can check the XP firewall.

You might go to GRC and run ShieldsUp with no firewall running and see if any ports are closed.
