There's also an issue of process in it. Since Intel know that they wouldn't want to launch at higher frequencies, why not try and ensure high(er) yields by doing some optimizations in that direction - instead of going for speed.

Petz: If the ultimate frequency is 3 GHz by the end of the year, why not do 2.4 now

It seems to me that it makes sense for Intel to go as slowly as possible - while keeping ahead of AMD, of course. Without competitive pressure, Intel just isn't going to launch anything faster.

Do you think we would have seen such a rapid ramp in PIII frequencies, had AMD not pushed Athlon?
