Some newspapers use vending machines that deliver only one paper at a time. When I was in college in the 70s the local paper had to switch to these after an underground rag pulled some wacky stunts where they swiped the real papers and substituted fake ones with headlines like:

"Nixon Suicide Attempt Fails!"

and

"Kennedy Footprint Found on Mary Jo's Forehead!".

I have only seen these newspaper dispensers in the United States. Something else to be explained. You'd expect the homeless etc. to steal them and go sell them down the street?

It's too hard to find qualified buyers. Forty years ago, a fifth grade subject would be devoted to reading and comprehending the New York Times. Today it would be a twelfth grade college prep course for a local paper with a comics section. (I'm making the second part of that up, but it sure sounds realistic, given that 80% of adults have never read a book (I'm not making that up, but someone else may have))
