FCC seeks comment on use of 2 Ghz and L Band Big Leo user link frequency assignments for flexible terrestrial applications. This is paired spectrum. 1610- 1626.5 UT Tx / 2483.5- 2500Mhz. UT Rx. A total of 33 Mhz Nationwide in regards to Globalstar's Big LEO L-Band allocations.

Seems that sentiment seems to indicate that the FCC may allow such operations.

Here is a concept!

Let's see... Qualcomm/Loral/ and the Bondholders get 49% of Globalstar in exchange for debt, and LWIN injects 200 million for 51% ownership in the new Globalstar. LWIN gets exclusive Terrestrial rights to the MSS assignments. That's exclusive use of 33 Mhz (12 carriers Nationwide) for slightly more than the cash they received for 15 Mhz in Salt Lake City from Cingular which they paid 1.7 million for! And 51% ownership in a debt free Globalstar.
