32-bit apps did indeed run in their own protected address space, but task switching was not pre-emptive. Windows 3.x also had a switch that would disable paging, thus enabling it to run on a 286. This option also disabled the ability to run 32-bit apps.

BTW, applications for the earliest version of Windows (1.x) often had a runtime version of Windows as an option to allow them to run on systems without Windows installed. The runtime version of Windows obviously did not support task switching at all.
