Let's look at my Chattanooga reference model and system averages.

We cover 25.2 million POP with approx. 2200 Base Stations. So that is approx. average of 11,500 covered POP's per Base Station. If you target 15% penetration. Thats 1725 subscribers per Base Station. So in the Chattanooga model we deployed 3 "busy hour" voice Rx/Tx channels , and 4 Data-Only Carriers which provide 2.4 Mbs forward link (Advertised Rate) each. So that gives you a combined forward link rate of 9.6Mbs which would supply each of your 1725 subscribers 5.5kbs continuious 7/24 throughput. But, we know that is not how data is consumed. So if we say that 25% of your subscribers request data at the same time (Still a stretch). That would provide 22.2kbs to each user. If you employ smart antennas and follow their stated capicty gains, and your users are spaced evenly from sector to sector. Then you could in effect supply 66kbs to 25% of your users at the same time. So in 15Mhz of paired spectrum you run 3 Voice Channels and have enough bandwidth to supply 25% of your data users 66kbs forward data rates at any given time. As you drop a voice channel and add data carriers, Your effective data rate per user would increase to almost 100 kbs per user with a use rate of 25% or your subscribers requesting data simutaniously.

Seems to me that their is money to be made in here somewhere.
