Not quite. The feds put lots of $$$$ into state and local education coffers. And those $$$$ come with strings.

No federal control? There are plenty of school districts (including some where I live) under desegregation orders- -bussing orders, basically. This is an effective way of taking crime that was isolated to certain schools and spreading throughout the entire local area. Also a good way of making sure the average academic achievement of the better schools drops.

Let's postulate a country that has two neighbors on opposite sides. One is a first country that speaks the same language as the country of interest. The other is, say, not really 3rd world, but about 2 1/2. And speaks a different language. Lots of legal and illegal immigrants come from both. The law says you've got to let both into your schools. Which area do you think will do better educationally?
Hate to tell you this, but southern California (which has had mostly Democratic government) is no dreamboat in this area either.
