What do you mean by suffering? He has many billion dollar palaces. But, I understand that he is having problems paying for his military forces. So, in a way, the decreased revenues ARE hurting his ability for war.

OTOH, if the sanctions were lifted, how much of the increased revenues would get to the Iraqi people? How much would go to increased development of weapons of mass destruction?

Would the increased revenues speed up Saddamn Hussein's chemical, biological and nuclear weapons programs?

How much of the current budget goes towards the Iraqi people?
