There's really not that much of a technical barrier - the differences in equipment would be minor.

However, even 200mm SOI wafer availability is not tremendously good and AMD's wafer order is huge. In fact, Intel claimed that one reason going SOI on .13µm was not a possibility was exactly that: wafer availability. (of course, heavy investment in these companies, like Intel did with DRDRAM, could probably easily have solved the problem).

Had AMD had a 300mm wafer fab ready to go online this year, they would be the only company in the world requiring 300mm SOI wafers. If nothing else, that sounds awfully expensive.
