Well, Alan, barricades are not my idea of systemic changes. For starters I would have the FBI, CIA, DOD and FAA, totally electronically linked. Second, I would put the V chip (the ability to take control remotely of the AFCS) in all commercial airliners. Third, I would close all development and test activities for missiles for and aircraft except three one for development and two test (one aircraft test range and one missile test range). Fourth I would consolidate all stateside bases in to about seven or eight. Fifth, I would decomission the all strategic nuclear bomber squadrons. Sixth, I would have active Air Squadrons at Andrews and selected other air bases near population centers. Seventh, I would decommission the reserves and create active homeland security forces from reserve and active duty personnel. Eight, I would combine the Army and Air Force just like it was before 1947. Ninth, I would have active protective forces around all water supplies and nuclear power plants. I would have more extensive patrol of our harbors. Tenth, I would put the shield on hold for ten years until we have provided adquate security against convential weapons and bio and chem attacks against water and people. Eleventh, I would cut dramatically tanks and aircraft and missiles and restructure to deal with smaller more precision warfare. And twelfth and most importantly I would negotiate with all nations to work together for peace and demand arms reductions and put a ban on ALL FOREIGN WEAPONS SALES. Arming the world to fight us has always been stupid. For the next fifty items stay tuned!
