The history channel had a show about the POW camps in the U.S. for WWII. (A big one was nearby and is now the boy-scout camp for Central Texas). At any rate it discussed the provisions of the Geneva Convention and the great lengths the U.S. went to to comply under direct orders from Roosevelt. Truman later violated key provisions when the public clamoured from some sort of revenge over the discovered Nazi camps.

One provision is that the prisoners and the people guarding should get basicly the same accomodations and rations. I'll bet the U.S. troops wouldn't put up with living in dog kennels the way they have the "detainees".
