Depth from rim to lowest point of the embossing has to be all gold plate at one point So we have one millimeter on both sides. Ok so its not filled and not 2/3 of an ounce, but I will bet its over 1/3. Only the middle 1 mm could be tungsten. You could not melt tungsten and pour it as it is too hot in melting to pour into gold. If you had to fashion a Kruggerand perfectly in tungsten and then hot dip it, you would still have to mill or die stamp it after. Hellish job to get right. So who ever did it, must have had good resources and cost was no object.
