IOW, the West Bank and Gaza are supposed to be governed by the Palestinians, and pursuant to UN Resolution 242, they are to have sovereign rights. Pretty much the whole world understands it this way. The only ones who appear to disagree are the Israelis, and not even all of those, just the hard liners. The author of UN 242 also disagrees. He said the choice of wording "withdraw from territories", not "from all the territories" was deliberate, to allow borders to be settled by negotiation.
