There is one thing I will never accept from Politics: It is damn near impossible for a President or a Governor to spend a single dollar without approval unless we are being bombed. Never mind trying to get a deficit-balooning-appropriations bill passed inside of 12 months.

But, if deficits or surpluses show up, who gets the credit and the blame?
