Apparently Intel is planning on a line of lower powered (around 40 watt) slower Northwoods. I suspect they will be mobile Northwoods that don't make the cut and have their voltage boosted some. They are intended for SFF desktops and possibly blade servers.

Intel is in a rapid transition to their 0.13 micron process for x86 processors. The much smaller die size, lower power, larger cache, provide both economic and technical reasons to convert all Pentium 4s to Northwood.
The lower clock speed Northwoods will be used to apply price and marketing leverage against AMD's Athlon line - which lines up with the lower speed Northwoods.
