They wouldn't. Let me try to phrase the same thing a different way.

Bush will use deficits to get the fixed cost of government high enough that there will be a relatively high standing tax just to pay interest and basic military needs. It will be difficult for a later administartion to raise enough funds via additional taxes or additional borrowing for any new programs, and most likely many current programs will also be dropped. This is some kind of laffer curve utopia where the government will finally get out of everyone's hair and let the business of America be business.

It's called "poisoning the well" after the old Texas cattle practice. An unscrupulous cattle driver would poison the water behind him so that his herd could graze more slowly (thereby getting fatter cattle) on the way to market. Any herd coming from behind would be slowed or stopped by the poisoned water (and you didn't want another herd getting in front and eating the grass).
