Spending can act as a stimulus, of course, but it is the less efficient way of doing things. Likewise targeted incentives. The best thing to do is to reduce the cost of government so that people will buy things they want (including stocks and bonds). It is not an issue of "who needs" the tax cuts. It is not overcharging for government, and thus absorbing money that could be more productively spent. Since affluent people pay the most in the first place, they get the most back. Big deal. They either invest it or spend it. Either way, it circulates to create more business activity and more jobs.

The stimulus could not have occurred so early. The man was not even inaugurated until the end of January.

I am not interested in discussing military cuts. I am not qualified to evaluate the details of the Pentagon budget.
