The other is to substantially boost economic growth. Somewhere between 4 percent and 5 percent growth the economy grows its way out of the Social Security demographic problem.

Growth solves a lot of problems, actually, including deficits. The Democrats' analysis holds the recession responsible for 68 percent of the drop in the 2002 surplus.

NAACP Recognizes Condoleezza Rice with Award

BALTIMORE (Reuters) - The National Association for the Advancement of Colored People (news - web sites) (NAACP) has named White House national security adviser Condoleezza Rice (news - web sites) as this year's recipient of its President's Award, the NAACP said on Tuesday.

The oldest and largest U.S. civil rights group gives the award to individuals who it decides have made significant contributions to their country, community or profession. Past recipients include news anchor Bryant Gumbel, former U.S. Labor Secretary Alexis Herman and former U.S. President Bill Clinton.

The NAACP said it chose Rice this year in recognition of her status as the first woman to serve as national security adviser and as one of President Bush (news - web sites)'s most trusted aides.

``She is living proof that no obstacle is insurmountable, so long as you are resolved to push forward against adversity and realize your dreams,'' NAACP President Kweisi Mfume said.

The award will be presented to Rice at the NAACP Image Awards ceremony, which will be taped on Feb. 23 in Los Angeles for broadcast on March 1 on the Fox television network.
