The handheld market is a lot bigger than PDAs. Other factors than code compatabilty are important. If a compelling solution can be developed, then it stands an excellent chance. Besides, WinCE 4.0 supports MIPS, they just haven't compiled the Pocket PC apps, utilities and GUI for it. That is something that is easy to change.

Two factors. One, Cotulla (the XScale handheld chip) won't run at 1GHz, 400MHz is it's target. The power consumption goes very high when you get above 400MHz. In addition, Alchemy is fabless, TSMC's process is not optimized for either power or performance. If there is more control over the process, XScale might not be as impressive...

The MIPS clone also gives AMD a processor to use for combination CPU/Flash chips in cell phones.
