As I reported, and heard reported(on CNN, I think), there is an official sign that it is letting up. The rate of slowing is slowing according to latest numbers from, ah, congress as I recall(not sure).

As for the WTC bombing, you've offered no other evidence than the happenstance of who was in office when the LONG planned act was finally carried out. I'd have to actually conclude it's more plausible to blame Clinton, since the plans were hatched during his watch. Of course I don't actually blame him(as you shouldn't blame Bush), it's all much deeper than any particular President, IMO. These terrorists hate what BOTH of our main political parties stand for- Freedom of a kind(at least). This of course, is why we are so united in this war. You continue to appear to imply that Bush and/or his political philosophy/party may somehow(unexplained) be responsible, and I'm quite confident it is essentially ALL of America that angers these terrorists. The terrorists are, IMO, simply wrong to feel angry with us. :-) But I'm pretty sure it is widely recognized that one Republican President named Bush is no glaringly unique root of the problem in any way.
