Yes there were Kamikaze, and yes there was still army which probably could have been quite intransigent in a guerilla war, but were helpless before the air campaign and a naval blockade.
So what was your plan for the allies to force Japanese surrender? Park our Navy off Japan indefinitely and provide unlimited targets for those kamikazes?
That wouldn't have cost any allied lives, right? Nah.
