Looked bad, but I saw a bunch of people, including the NFL director of officials, explain that it was the right call, based on the wording of the rule. They probably change the rule over the summer though.

Based on the wording and interpretation of the rule, if at any time during a live play the QB raises his arm as if to pass and then brings his arm back down again, he can not commit a fumble for the remainder of the play.

Bad bad call/rule.
