What if there were two lines at ports and borders etc. One line for those with a voluntary ID card and one, slower, line for those without. Maybe more people would volunteer.

If that doesn't work, give the rubber glove treatment to those without the card. Although I spose some might like that.

Dear Tectonicbull: I disagree. First off, there is nothing our govt cannot learn about LAW ABIDING citizens right now so we have got little to lose. Personally, I think I would like a card myself that carried all the info important to me and I could slip in my wallet. Incidentally, funny story. My first wifes father had a nervous breakdown and was committed to an institution for treatment. Eventually, he got out and he always carried his Doctors report that basically stated he was sane. He used to pull it out and say to people, "I can prove I am sane, CAN YOU?? (gg) jdn
