Yeah, it seems that's the way it works. But at any given time, most audits have really junior people doing most of the work. Top 10% or not, these folks are doing OJT, which is another problem with why fraud is so unlikely to be found. Not only that, but fraud isn't even the focus of these regular audits, which really are just materiality based. There is a whole perception problem among non-audit industry people that think that audits guarantee the company is fraud free. It's just not true.
