He might be refering to the assembly cost of $10-15.
I think Q's chips are about $30-40. With average price
of phones being about $200, 20 percent makes sense.
The confusion is probably coming from a poor translation.

I know for a fact that an early version of the bill of materials for the Kyocera smart phone was between $200 and $300. Sorry but I cannot remember if that was loaded (labor included) or not.
