Grinder,

It really wasn't realistic for Sprint PCS to acquire spectrum, build it out, and endure negative OCF initially, without parent Sprint. The tracking stock structure was the best avenue to allow participation in the wireless arm(though it doesn't look so great on days like today<g>).

Now, as PCS has moved to significant positive OCF and actual earnings sometime in 2003, the tracking stock structure might start becoming a drag versus an independent company. Sprint FON's MMDS spectrum even adds to the complexity.

It is something to watch. I really don't know what else to say about it at the present time. I have added also, down to 16.16.
