The first number is the percentage of signals that pertain to buys or longs. The second number pertains to the percentage that are sell signals. The database/all or S&P 500 signals are more important since they cut across more diverse sectors and more stocks, while Nasdaq 100 is mostly technology and consists of fewer stocks. It's considered a strong overall market signal if the ratio is 85 percent or more. 70 to 85 percent is considered weak to moderate market signal.
