Not much chance that the mania began in 1982. I think one can make an argument for the bull market having begun there, but certainly not a mania.

Answering this question is not so easy as it sounds. One could make a case for 1995, or 1999. From 1998 forward, the participation outside of the NASDAQ focused more narrowly on a small basket of winners/blue-chips. Many stocks have still not surpassed their 1998 high.
