Er, no. First of all, it's not "legalese verbiage", it's statutes. Which either you can read or you can't.

For the benefit of those who have difficulty reading statutes, Congress authorized military action against all nations, organizations or persons which

1. Planned the 9/11 attacks;
2. Authorized the 9/11 attacks;
3. Committed the 9/11 attacks;
4. Aided the 9/11 attacks;
5. Harbored or are presently harboring persons or organizations involved in the 9/11 attacks.

Which would definitely cover Somalia but maybe not Iraq, they aren't giving us the facts about that right now.

However, I think Bush already has the authorization to go after Iraq based on preexisting resolutions, not for 9/11, but for throwing the UN WMD inspectors out and refusing to let them back in, contrary to the peace treaty he negotiated after the Gulf War.

Which is why Bush is talking about Saddam and WMD inspections - he doesn't need to go back to Congress if that is the justification.
