This has nothing to do with our primary discussion, but what the Hell??

Are you talking about ALL countries, or just some? What is the statistical basis for this 25% figure? Have you done other research to corroborate this rather unique assertion?

If this were true for one country and not another, it would mean that one country was operating at a 25 % disadvantage relative to personnel. It does not make sense.

Did this come from a Government source? Are the details of this study in the public domain? I would like to know the credentials of the people who did this "research". (Even though it has nothing to do with our primary discussion...)
