Actually, the origin (Federal) of those funds causes part of the increase in bureaucracy because the Feds insist on detailed accounts of the use of those Federal funds. And getting the funds in the first place requires much paperwork. Being in Defense, you perhaps are also aware that detailed accounting/accountability drives up the cost of Defense. Find yourself a $50 hammer in DoD that meet specs and the required testing [because the first one the contractor sold the DoD, fell apart after the first nail]; you'll get a GAO audit that will drive the DoD for more accountability, read: accounting and paperwork; and the next thing you've got is a $100 hammer. A scandal! New accounting and paperwork is required. Before you know it, you've got a $200 hammer. jttmab
