That's ridiculous. In fact, the reverse is true for GWB. Bush and his administration have been described as isolationists from the start, here and abroad. Of course that has changed somewhat since 911. Clinton was never described as an isolationist while he was in office. In the Bush, administration prior to 911, it was easier for an Enron executive to see the President than most foriegn officials and important U.S. government officials. Many elected officials wanted to talk to Bush about his developing energy policy, and few got to see him on the matter, while Lay and his pals had easy access. Same held true for foriegn powers interested in discussing bioterror issues, Bush couldn't have cared less. Now he does though.
