How about: What ever money a county raises in a state sales tax for education will be returned to it? OR: Each county gets $X returned to it for each student in its schools? Or is this too easy? Pretty easy. Except Northern VA wants the first rule and the rest of VA wants the second... Apparently politics is a blood sport in VA. But what would you expect of the state that has produced the most US Presidents? You just may have inadvertently stumbled on why everything is as screwed up as it is.
