What a crock of sh*t. You mean CLINTON never got around to it. He did have authority to act on his own report (if such a report exists as you say), didn't he?

Clinton had much better things to do such as peddling pardons and piddling with interns.

Clinton could get around to it because he had only about 3 months left in office. At least he played a role in getting the study done. The report exists, I believe was commissioned by the GAO.
