Actions taken by Enron, were illegal. Further, they employed leverage that would only be available due to off-balance sheet shenanigans far beyond their natural means.

If Enron is what you mean by "traders", well, then that is disingenuous. They effectively took control of a marketplace that was unregulated. There are many to blame in the Enron affair, from the company itself to the regulators, the analysts and the politicians.
