How can you call the Gulf War a total success when the Saddam is still in power and another war there now looms? Coalition forces didn't necessarily have to march into Baghdad, they could have crippled the republican guard through negotiations, but Bush Sr., like Reagan in Afghanistan, dropped the ball thinking his job was done. And so didn't pay close attention to what the negotiations with Iraq actually were amounting to Iraqi forces were pushed out of Kuwait. A tougher deal could have been hammered out, one that could have led to an internal coup.
