And then there is the pocket veto. A pocket veto doesn't indicate respect for the legislative process; it's blatant disregard for the legislative process. It's Constitutional and well within the authority of the President, but still a slap in the face of the legislative process.

Patently false. No more a slap in the face than Congress declaring a President's budget or legislative proposal "dead on arrival" and killing it in Committee, or the Supreme Court denying a Writ of Certiorari.

Why? The Prexy doesn't want to take the heat for a direct veto. OK. Accuse him of cowardice. But Congress knoes full well he can do this.

There's only 13 Appropriations Bills per year; everything else is a supplemental.
Actually, where's this 13 come from? I thought there was a bill for the federal budget, then wish lists for special interests and congresscritters.

No criticisms implied in the above questions; just fishing for info.
