The Sixth Floor of Enron Headquarters is the largest OTC derivatives trading facility in the world. You'd really help your argument out by actually knowing something. Enron was by far the biggest energy trader in the U.S. and in Europe before it blew up. It epitomized trading. And most of it was unregulated because they paid off the politicians. Cf. Wendy Gramm at CFTC, 1993, Phil Gramm and PUHCA, and other examples abound.
